Easy, make some paper mache first, check online to do this. once you have the materials get a balloon and start ripping strands of newspaper so you can wrap it around the balloon. Give it a few hours to dry and pop the balloon inside, the newspaper will have made a hardened shell by now. as for the rings try to find something circular and blow the balloon the size of it so its a perfect fit. good luck
