What are the best ways people have discovered for cleaning tight bulldog tails?? I want to avoid amputation.?

I recently took my bully to a dermatologist about allergies and he told me that if it was his dog he'd have the tail amputated. I was shocked because I didn't think it was that bad. It's not infected but it is difficult to clean.
